Unable to create an AdSense Account.

Hello,

I recently tried to create an Adsense Account but was unable to do so due to youtube telling me:

 

Unfortunately, our records indicate that you're not eligible to participate in AdSense at this time. Please be sure to review our program policies.

 

I  was told I must be above 18 years old which I am and I do not have any copyright issues. My account is in good standing. 

I tried a few times every day for a couple of weeks yet the same message keeps appearing and I have friends that have an Adsense account, meaning that in the place I live, Adsense is not blocked. 

Could anyone tell me the reason why I am unable to create or even apply for an AdSense account.

As a webmaster enrolled in the Google AdSense program, you receive payment each time an advertisement that you display is clicked. For this reason, Google forbids all forms of click fraud such as encouraging others to click your advertisements, disguising the advertisements in some way or clicking your own AdSense units. If Google finds that you have engaged in any of these activities, your account will be disabled. However, Google has an appeal process that you can use if you feel that your account was disabled in error.
