Amp not putting out sound like it should

I have a 250watt amp hooked up to 4door speakers. The speakers put out sound but it nearly what it should be hooked up to 250watts. What is wrong? It has good power and ground. The amp doesn't blow fuses and it used good wire to hook everything up.
