my bios password has locked me out. I just got this Dell Inspiron 15-3521. Now I see why I got it so cheap, most sites that say they have a bios master password want $35.00 to $150.00 to unlock my new pc. I am a disabled U.S. Navy veteran living on social security and my funds are very limited. I can't afford their fees Dell wants a flat $100.00 to unlock the bios password plus a $45.00 shipping to and from shipping fee on top of their $100.00 flat rate.

 this kind of money can't be had for another 2 months to save that amount up. I gave $360.00 for the pc knowing about this problem and thought I could flash the bios myself and re-enter another password for the bios, but I just can't seem to do it. Can anyone help me there without charging me that amount of money I had mentioned earlier?

If you can't remember your password, Dell is your best source of help. Contact their support org.

I doubt that there are jumpers on the motherboard like the other poster mentioned. You MIGHT be able to clear the CMOS pass word by
1) Disconnecting the power supply
2) Removing the battery
and
3) Disconnecting the CMOS battery  for at least a minute, maybe more. This battery may or may not be in a socket or it may or may not be attached by wires. It probably won't be accessible without disassembling the machine to access the motherboard.

If that doesn't work then your cheapest option would be to use the services you say you found starting @ $35. I do hope you checked with the police with the serial number to make sure it wasn't stolen ...
I don't know if this would help or not...but there are jumper switches on the motherboard itself that you can switch postions to do other functions. there is one on the mother board that can be switched to flash the bios and erase all info on it including the password. I'm not sure where it is located on this particular model, but if you had a schematic of that board you could locate this jumper switch. I do this on desktops all the time.
