Look up the brand and model of laptop and "factory restore". You can try following those instuctions to restore it to originial factory condition. However, if the recovery partition was wiped as well, you will not be able to do it and you will need the factory restore disks (available for purchase from the mfg). Or you can purchase a new Windows license. However, if the laptop was sold with the Windows licenses then the seller needs to provide the disks rsther than you having to purchase them. If it was sold "As Is" without mention of Windows then it is up to you. The disks usually cost about $50 from the mfg. After installing Windows, be sure to go to the mfgs site and download the latest drivers for your machine.
