What does the error code WS-36782-6 on the ps4 mean? And how do I fix it?

An error popped up when sending a friend request to a person on PS4. So how would I fix this error code WS-36782-6 on my PS4?

I think it means that the person you are trying to send the request to has blocked either you or the whole fact that anyone can send him/her a friend request. Sounds like something someone famous would do. If you know him/her tell him/her to send YOU the friend request. :)
