Streaming video from Chrome browser to Chromecast dongle

I want to use a Chromecast dongle to stream TV catchup services I am watching in the Chrome browser to my TV. What speed of computer do I need to ensure that the TV shows a smooth picture.

Will a Microsoft Surface Pro 2 or an Asus T100TA, both running Windows 8.1, be fast enough for a smooth display on the TV?

I would expect the surface pro to be fast enough but not sure about asus.
