I am running windows 7 and whenever I am using Chrome I notice some words on websites that are double underlined.   When I mouse over them they are ads for spam sites.  I tried a virus scan but that hasn't seemed to solve the problem.  Any other ideas on how I can get rid of the spam links?

I think this video describes what you are seeing and gives directions on how to remove it.  Make sure you don't just hide it but that you completely remove it.  The last half of the video is the most helpful.
