The answer to your question and issues are found in the following document, but basically, you have to run the desktop mode of Windows 8 to use Java and the Desktop mode only supports 32 bit. This is Microsoft's idea of being user friendly ... or more appropriately, Microsoft's way of trying to drive everyone else and every competing technology off the market - or at least their systems. This practice is anti- competitive and illegal but Microsoft has a history of such actions and has the necessary financial resources to stay in court long enough to bankrupt any other company and most governnents, so there isn't a whole lot of recourse.
