I am almost positive its not the CPU monitor because it is still running when the screen is white. If I turn the monitor on and off sometimes, it will work but lately that hasn't been working. Every time I turn it on the screen is white. It is a dell monitor 15inch flat screen LCD monitor. Is it expensive to get a monitor repaired or would it be cheaper to just buy another monitor?

Or is it not the monitor? Could it be my video card?

First of all how old is the monitor, and do you leave it on all the time? Mine started doing that, plus when it worked it looked curved on the sides,,,,,,, monitors do wear out,,,,,, i picked up my current one at a pawn shop, for 10 dollars,,,,,
suggestion- as stated above, try that monitor on another computer, or borrow a monitor and try on yours, that will help you determine if its a computer problem or a monitor problem,,,,,, i would imagine its about as cheap to get a new one, as repair one

First is contrast / brightness settings, try and adjust them to make sure they are not out of whack.
Second is if your monitor has a auto adjust, try that.
Third, power try plugging the monitor into another wall socket, preferably on a different circuit.
Fourth, ususally LCD monitors use the same power cord as computer power supplies, try swapping the power cords.
Fifth would be to plug everything in, turn it on and see if lightly "jiggling" the power and vga cable, makes any difference.

If none of these yield any sort of change even slight good or bad, then my gut assumption is that its the LCD bulb or a general LCD failure. Maybe you can find a repair shop to look at it, something local that actually repairs stuff, not a box store like circuit city or best buy. Sometimes the phone directory can yield someone who repairs electronics.

Unfortunately this is all I have for now. Im going to sleep on it, let me know if anything above helps or not.
