windows server 2012. Account picture error. Setting the account picture failed.

In windows server 2012 Essential.

I am trying to change the accoount picture avatar and i get this error.

I am trying using either a jpg or png and they both fail

Account picture error. Setting the account picture failed.  Please try again.

I have and had no success.  i have tried on 2 seperate server installations.
