I have an old Asus desktop (Windows 7) and a new HP laptop (Windows 8.1)  and both are having problems with administator user profiles. Many functions (such as renaming, deleting, or displaying the contents of another administrator folder) produce an error message that reads, "You require permission from Administrators to make changes to this folder." Who are these mysterious administrator and how can I get their authority? On the new laptop especially, it has brought my configuration work to a halt because so many folders are involved. When I look at folders using the various administrator profiles I have, I see different folders and files displayed (such as nothing under another administrator's Users file), but cannot rename or delete most of them. I want my administrator profiles to have full authority on these computers to do anything.. That's what an administrator is all about. Can someone help?
