If I have new computer with 8.1 do I need to download a flash player?

I have a brand new lap top and it's running windows 8.1. Should I download a flash player or is it already set up with all the latest of everything?

If you are using IE 11  the flash player will not install this is a known bug with microsoft

If you switch to Google Chrome, it has its own player
