how do i move pictures from photos in the start menu to a file on my desktop using 8.1

I assume you mean from your phone and are your referring windows 8.1? If so then plug in you device then click on the yellow document icon(on the task bar) on the bottom left of your screen, then select this PC, find your device right click and there will be an option to copy your photos onto your pc
