What does that mean "it was not asked"?

A major financial institution which has been around for a while will be using a lot of different things. Cobol and Fortran for example, along with a mixture of various other technologies. Such institutions will try to find the best tech to do what they need to do, but quite often it is too expensive to move their old systems/data forward into the new so they have to keep the old while continuing with the new.
