How to turn on my computer with power on button?

When I press power on button the display not show.But fan is working.When I press Restart button after few minutes the display show and open windows.when I press power on button after shut down the display show.But when I press power on button after few hours the display not show.So I have to turn on my computer with Restart button after pressing power on button.
