How can I delete the "Cloud.7.EP" Advise by my Norton Security

T Program that will delete the "Cloud.7.EP" which resides on my computer is very hard to delete. Is there a Malware Program that can get this thing out?  My computer is getting slower and slower and it is taking me 5 minutes to open Internet Explorer.
