I for got my Password on my Kindle fire , is there a factory reset ?

I have an Amazon account.  I had a kindle and lost it.  I want to register another kindle that I bought used.  I don't remember the kindle password and the keyboard kindle won't reset when I enter resetmykindle in the password field.  I tried it with my email address and without it and neither way works.  I resent the new/used kindle to factory defaults and tried again, but it still didn't work.

I bought a Kindle Fire at a garage sale.  How do I get it registered?  Do I have to create an Amazon account and is there a charge for this?
