I am locked out of my hotmail account because I haven't used it recently enough. I am outside of the US and cannot be called or texted on the phone # that you have  on file. I evidently do not remember enough of the obscure questions you ask when I tell you "I can't verify my account"

The "obscure" questions asked during account creation are the questions you choose from the list of options and have the answers which you provide for those questions. The idea is for them to be questions and answers which only *you* will be able to answer correctly. If you choose poor questions and answers, or are unable to remember the answers you choose, then there is nothing anyone else will be able to do. Perhaps you could send your phone to someone in the US to receive the text or phone call and then return the phone to you along with the results?
